BOSTON (AP) -- A New England environmental advocacy group has filed a federal lawsuit charging a subsidiary of energy provider Dominion Resources Inc. with repeatedly exceeding smokestack emission limits at its Salem Harbor facility in Massachusetts.

Conservation Law Foundation says Dominion Energy New England is accountable for willful and ongoing violations of Clean Air Act limits on the density of soot released into the air.

The group says soot contains harmful chemicals, metals and ash and has been linked to severe health and environmental problems. It says Dominion's quarterly reports of mandatory monitoring at the Salem Harbor Station power plant have recorded 317 violations in five years.

The lawsuit filed Thursday demands Dominion pay $10.7 million in civil penalties and comply with emission regulations.

Dominion spokesman Dan Genest said the power station complies with all federal and state regulations.
